Kulani Prison Overview

Kulani Correctional Facility, often abbreviated KCF, is operated by the State of Hawaii Department of Corrections and Rehabilitation. DCR describes it as a 200-bed minimum-security prison on the slope of Mauna Loa, about 20 miles southeast of Hilo. It is the only DCR prison physically on Hawaii Island. The other state prisons are on Oahu, and Hawaii also uses a mainland contracted facility for some state prisoners.

Kulani's custody population is different from Hawaii Community Correctional Center. HCCC serves the local jail function for Hawaii Island arrests, pretrial custody, short jail sentences, probation and parole holds, and transitional custody. Kulani holds sentenced male state prisoners. A person arrested in Hawaii County may pass through HPD and HCCC, but that person is not a Kulani prisoner unless DCR classification later places him there after sentencing.

Kulani Inmate Population

The DCR End of Month Population Report for March 31, 2026 listed Kulani Correctional Facility with a design capacity of 200, an operational capacity of 200, and a headcount of 77. The same report listed all 77 people as sentenced male felons, with no female population and no pretrial population. That fits Kulani's minimum-security state-prison role and separates it from the HCCC jail population.

Recent DCR snapshots show Kulani below half of capacity while HCCC remained above operational capacity. Kulani had a headcount of 91 on December 31, 2023, 91 on November 30, 2025, and 77 on March 31, 2026. HCCC had 289, 285, and 295 in those same snapshots. Those figures show why the Hawaii County inmate population is not one single jail count. The local system includes a crowded jail/community correctional center, an HCCC reentry annex, and a lower-population state prison.

Kulani Inmate Search

Use the state DCR custody channel for Kulani, not the county jail roster concept. Hawaii SAVIN and VINELink person search provide custody and parole status for offenders under DCR jurisdiction. The DCR SAVIN page says users can receive free, anonymous, confidential custody and parole notifications by email, text, phone call, and in-app. It is a status and notification system, not a full booking sheet with every court record.

2. Search by person name, or use an offender number or case number when known.
3. Review whether the result shows DCR custody or parole status that fits a sentenced state prisoner.
4. Call Kulani at (808) 932-4430 if the public result needs facility-specific confirmation.
5. Use eCourt Kokua, HCJDC conviction records, or court contacts for formal case and conviction details that SAVIN does not show.

HPD booking logs can still matter for history. They may show the earlier arrest, charges, bail, release description, and court code. They do not prove current Kulani custody. Kulani Address and Contact

Kulani uses a Hilo mailing address. The DCR facility page lists the main phone and fax, while DCR frequently called numbers also list a separate visitation information number. Because Kulani is a prison, questions about approved visitors, visit forms, mail rules, and money deposits should be checked against DCR and facility instructions, not against HPD booking-log procedures.

Mail and visit forms should use the prison-specific route. DCR's Kulani page links a visit application, minor consent form, and waiver. It also links the DCR mail and publications policies. Those forms and policies matter because Kulani visitors must be approved before entry.

Kulani Visit Schedule

Kulani visitation is listed for weekends and holidays. The official schedule reviewed in the research file says visits are non-contact in the visitation room by the main gate. Visitors must be on the approved visit list, and each inmate may have up to four visitors, limited to two adults and two minors. Visitors must arrive 15 minutes early, and operational needs can change hours.

The approved-list rule is the main difference between an ordinary public counter visit and a prison visit. Do not travel to Kulani based only on a custody result. Confirm the person is still housed at Kulani, confirm the visit slot, and confirm that each adult and minor visitor has the required approval or paperwork.

Kulani Mail and Money

Kulani mail uses the prison name and Hilo post office box. DCR facility materials link the mail policy and publications policy, and the research file notes that KCF materials allow approved visitation-list individuals to mail cashier's checks by USPS when they are payable to Kulani Correctional Facility and include full inmate and sender information. Funds may be subject to restitution collection and Crime Victim Compensation Commission fines under DCR policy. Commissary availability and spending limits can vary by facility. Since Kulani is a prison and not a jail booking desk, money and mail questions should be confirmed through DCR instructions or facility staff before sending a payment or package.

Kulani Prison Placement

Kulani receives sentenced male state prisoners through DCR classification, not through a street-arrest booking window. A Hawaii County arrest may begin with HPD, move to HCCC if the person is held after police processing, and then proceed through court. If the person is convicted and sentenced to a prison term, DCR classification determines placement. Kulani may be an option for minimum-security prisoners with reentry, work, education, treatment, or program needs, but other DCR prisons or a mainland contracted facility may apply.

That movement is the reason a single name search may need more than one source. HPD is useful for the arrest stage. eCourt Kokua is useful for court records after arrest. Hawaii SAVIN and VINELink are useful for DCR custody and parole status. Kulani is the correct facility contact only when the person is actually in KCF custody or when DCR information points there.

Kulani Reentry Programs

DCR describes Kulani as a minimum-security prison focused on work and required programs. The research file lists GED, educational and vocational training, agriculture and horticulture, facility maintenance, Hale Mua O Kulani Hawaiian culture programming, foundation skills, personal enrichment, Thinking for a Change, forklift certification, carpentry apprenticeship, Aztec Life Skills, intensive outpatient and outpatient substance-abuse treatment, and sex offender treatment.

Kulani's worklines are highly local. They include janitorial, utility, and food service assignments; Panaewa Zoo landscape maintenance; DLNR Pu'u Maka'ala Natural Area Reserve conservation projects; and Hawaii Correctional Industries wage and work-skill opportunities. Hawaii Community College and its Office of Continuing Education and Training are also noted as program partners. Agriculture and foundational skills certificates may be submitted when enrolling for courses, and associated credits can be applied.
